I am directed by Earl Curzon of Kedleston to transmit to you herewith, for the observations of the Secretary of State for the Colonies a copy of a telegram from His Majesty's Minister at Peking suggesting that it is desirable that the Hongkong Ordinance of 1915 should be amended to coincide with
the China (Companies) Amendment Order in Council 1919.
I am to explain that this telegram has not been communicated to you at an earlier date in view of discussions which were proceeding with the British American Tobacco Company; and which it was thought
might directly bear on this question.
Copies of a memorandum and letter which have now
been communicated by the Company and of a telegram
subsequently/
Under Secretary of State,
Colonial Office.
